With his cover at constant risk of being blown, he must take control of a shadow empire that every rival wants a bite of. The stress will eat him alive: running an illegal business is Hell. Decide which gang members to send on jobs, collect protection money, settle scores with competitors, and pull off lucrative schemes. This is no place for tender little sheep.
